Job Description

Brief Project Description: 
UNHCR is establishing a liaison office in Chile in 2008. Chile is the
country in the southern cone of South America where the UNHCR programme has
experienced the most important growth in the last years and significant
progress in the implementation of all the programmes of the Mexico Plan of
Action. 

In September 2007 the Chilean Government accepted a UNHCR request to
resettle to Chile a group of 117 Palestinian refugees who fled from Iraq and
were stuck in Al Tanf camp in the no-man's land between Iraq and Syria. The
refugees arrived to Chile in April and May 2008 and settled down in four
different locations: the towns of La Callera and San Felipe at approx 130 Km
from Santiago and the municipalities of Nuñoa and Recoleta in the outskirts
of Santiago.

The resettlement of the Palestinians in Chile is taking place in the
framework of the MOU that UNHCR has signed with the Chilean Government in
1999 for the resettlement of refugees to Chile. It should also be noted that
since 2004 the Regional Solidarity Resettlement Programme of the Mexico Plan
of Action has been under implementation. Under this Plan, Colombian refugees
are resettled to Chile twice a year.

Although Palestinian refugees are expected to benefit from the protection
network established in Chile for supporting refugees under the ongoing
Regional Resettlement Programme, the establishment of an ad hoc programme of
the duration for 2 years was necessary due to the special features of this
group.

Responsibilities
Under the supervision of the Liaison Officer in Santiago, Chile and the
guidelines of the Protection and Programme unit in Buenos Aires, Argentina,
the UNV volunteer will be responsible for:

- Monitoring and following up on the implementation of the resettlement
project of Palestinian refugees in Chile;
- Carrying out regular visits to refugees, meeting individual cases or
refugee committees at the four field locations where the Palestinian
refugees are located;
- Participating in the inter-governmental coordination boards established to
support the integration of Palestinian refugees;
- Participating in the working group (GOC, UNHCR and IP) that coordinates
the implementation of the programme;
- Liaising and maintaining regular contacts with the municipalities and
participating in the local municipality committees;
- Liaising with local Chilean-Palestinian community and maintaining regular
interaction with Palestinian organizations in Chile;
- Working very closely with local community networks;
- Maintaining close contacts and coordination with Operational Partner teams
in each field location;
- Participating in the needs assessment of refugees in cooperation with
local authorities and aid agencies;
- Participating in the evaluation mechanism of the programme and
promoting/organizing participatory assessments;
- Preparing project monitoring reports and situation reports on the progress
of the resettlement/integration programme in Chile;
- Maintaining good working relations with local authorities, implementing
partners, and other UN agencies; 
- Strengthen his/her knowledge and understanding of the concept of
volunteerism by reading relevant UNV and other publications and taking
active part in UNV activities;
- Getting acquainted with traditional and/or local forms of volunteerism in
the host communities;
- Encouraging and mobilizing co-workers, fellow UNV volunteers and members
of the local community to play an active part in the development of their
community; and
- Performing other duties as required.

Requirements
- Post-secondary training/course in Public or International Law, Economics,
Political Science or related field;
- Minimum 2 years of relevant professional experience, including in the area
of refugee resettlement;
- Knowledge of interviewing techniques and management of individual cases;
- Good knowledge of Spanish and Arabic as well as working knowledge of
English;
- Computer skills: people soft or similar
- Drafting skills;
- Ability to work independently
- Commitment to UNHCR's mandate and the value of volunteerism for
development;
- Initiative and flexibility toward learning and professional training;
- Immediate availability and acceptance of working conditions. 

Conditions of Service
A 12-month contract; monthly volunteer living allowance (VLA) intended to
cover housing, basic needs and utilities, equivalent to US$ 1,841 for single
person, US$ 2,091 for person with one dependant, and US$ 2,291 for person
with two or more recognized dependants; settling-in-grant; life, health, and
permanent disability insurance; return airfares; resettlement allowance of
US$ 150 per month of satisfactory service.
